I accidentally noticed the solution on my computer before completing my analysis, but I was heading in the right direction.
1. Qa3 - keeps the K off the third and sets up mates with Bd3
1...Kb1 2.Nc4 Nxc4 3. Bd3#
1...Na4 2.Nc4
1...Kd2 2. Qxb2+ Ke1 3. Nd3#

On the surface this looks like an easy problem. But, while it was easy to find mates in four, I could not find a mate in 3. I saw the solution ideas, but did not put them together.
The solution is 1. Rh2. 1...Rh1 2. Ke7 !
