The surprising answer is 1.Qa1 if 1...Rxa1 2. Bxa1 and the rest is easy. If 1...R moves off the first rank, 2. Qh1 is mate If 1. Other Rook moves 2. Be8 leads to mate

Looks like Bh8 to me. At first I thought it was Be8, but Bh8 seems to be the only way to stop the stalemate that follows black giving away his rook.
But where's the threat?
What happens after 1.... RxB?
Your right, I guess its too slow to mate in 3. Qa1 is the answer.
