Black is in Zugzwang. Moving the rook on h1 leads to Qh2#, moving the rook on h7 leads to Qh6 mate.
So the only "pass" move white can make is 1.Ke2! avoiding any checks.
If knight on e3 moves, (note no knight checks) Qxg4#
If rook on h1 moves to g1, f1 or h2, Qh2#. If Rh3 Qg5#
If Kh3, Qg3#. If Kh5 Qg5#
Likewise if the rook on h7 moves, we have a similar mating motif as described with the h1 rook.
